The new campaign by the Hellenic Marine Environment Protection Association - HELMEPA, to enhance safety awareness among seafarers, sailors, fishermen, captains and crew of pleasure boats and sailboat skippers and to insist on adhering to safety regulations was presented on 11 May 2022.

On the occasion of the establishment of May 11 as National Day for the Prevention of Maritime Accidents and Drowning by the Hellenic Ministry of Shipping and Island Policy, HELMEPA presented during a Press Conference on 11 May,  the central campaign TV spot, approved by the Greek National Council for Radio and Television as a social message to be broadcasted by TV stations in Greece and Cyprus.

The Minister of Shipping and Island Policy, Mr Ioannis Plakiotakis, in his welcoming speech, referred to the Ministry initiatives to reduce maritime accidents, emphasizing the importance of raising safety awareness and congratulating HELMEPA for its work, "which constitutes a pillar for the cultivation of environmental awareness and safety culture", as he mentioned.

"The continuous recurrence of accidents, in specific works or areas on vessels, and in smaller vessels, highlights the need for further targeted information towards entrenching maritime safety culture to all seafarers and marine communities" mentioned, among other, HELMEPA's Chairperson, Ms Semiramis Paliou.

It is worth mentioning that 91% of participants in HELMEPA's training initiatives state that understanding the causes that lead to a maritime accident or safety incident helps significantly in avoiding future accidents.

To this end, 180,000 residents of coastal communities in Greece and Cyprus have received relevant information, 1,800 Merchant Marine, Hellenic Navy and Coast Guard Officers as well as shipping executives have participated in 90 webinars and simulation seminars of HELMEPA's Maritime Training Center, as well as 650 fishermen, sailors, yacht and sea tourism crews, port and marina staff and others seagoers have participated in 7 webinars and workshops. Additionally, 750 sailing clubs and fishing associations, marinas, shipping companies, port and local authorities, maritime museums and local volunteer organizations in Greece and Cyprus have been involved in the implementation of the project, with 150 marine professionals and others have committed to act as SAFETY AMBASSADORS of the project, promoting its goals in their local communities.

Highly significant is also the voluntary contribution of managing companies-members of HELMEPA, who have submitted to date 900+ anonymous reports of accidents and near misses on ships under their management to the Association's Voluntary Incident Reporting Platform (VIRP), thus sharing useful 'lessons learned' and experience to avoid future incidents. The platform is now also open for the submission of similar data from smaller boats, i.e. fishing and sailing boats, pleasure craft and yachts.

The Press Conference was coordinated by HELMEPA's Director General, Ms Olga Stavropoulou, with panel speakers including Mr. Theodosis Stamatellos, Lloyd's Register Marine & Offshore Regional Manager, Mr. Stavros Katsikadis, Chairman of the Board at Greek Marinas Association & Managing Director at LAMDA Flisvos Marinas SA, Captain H.C.G. Konstantinos Moutzouvis, Director of the Hellenic Bureau for Marine Casualties Investigation and Mr. Constantinos Triantafyllou, Head of Strategy and Development at HELMEPA.

Μr. Stamatellos stated "Understanding the dangers at sea is the first line of defense. This HELMEPA initiative, in collaboration with Lloyd's Register and Lloyd's Register Foundation, contributes significantly to fostering a culture of personal responsibility through raising awareness for the younger generation about the value of safety and prevention."

CYMEPA Chairman, Mr. George Tsavliris referred to the warm response of the local communities of Cyprus to the activities of the project and stressed the value of synergy to achieve common goals.

The campaign is part of the project titled "Enhancing the Understanding of New and Enduring Challenges in Maritime Safety Culture in the Easter Mediterranean" implemented by HELMEPA in collaboration with members Lloyd's Register and Dynamarine in Greece and sister association CYMEPA in Cyprus, with the support of Lloyd's Register Foundation.

The TV spot shooting took place on the premises, with the kind support of LAMDA Flisvos Marina SA, and with the kind concession of the boat Tranquillo and the support of KYLA Shipping, a HELMEPA member.

Την ευαισθητοποίηση ναυτιλλομένων, ναυτικών, αλιέων, κυβερνητών και πληρωμάτων σκαφών αναψυχής και ιστιοπλόων, σχετικά με την ανάγκη αυστηρής τήρησης των κανονισμών ασφάλειας στοχεύει η ενημερωτική εκστρατεία της Ελληνικής Ένωσης Προστασίας Θαλάσσιου Περιβάλλοντος, της γνωστής μας HELMEPA.

Με αφορμή τη θέσπιση από το Υπουργείο Ναυτιλίας και Νησιωτικής Πολιτικής της 11ης Μαΐου ως Εθνική Ημέρα Πρόληψης Ναυτικών Ατυχημάτων και Πνιγμών, η ΗΕLΜΕΡΑ παρουσίασε σε Συνέντευξη Τύπου, την Τετάρτη 11 Μάϊου, το νέο τηλεοπτικό της σποτ «Με Ασφάλεια στη Θάλασσα» το οποίο θα προβάλλεται ως κοινωνικό μήνυμα στους τηλεοπτικούς σταθμούς της χώρας, με την έγκριση του Εθνικού Συμβουλίου Ραδιοτηλεόρασης.

Χαιρετίζοντας την εκδήλωση, ο Υπουργός Ναυτιλίας και Νησιωτικής Πολιτικής, κ. Ιωάννης Πλακιωτάκης, αναφέρθηκε στις πρωτοβουλίες του Υπουργείου για τη μείωση των ναυτικών ατυχημάτων, τονίζοντας τη σημασία της ευαισθητοποίησης στην ενίσχυση της ασφάλειας στη θάλασσα και συγχαίροντας για το έργο της τη HELMEPA, η οποία, όπως είπε, «αποτελεί πυλώνα για την καλλιέργεια περιβαλλοντικής συνείδησης και πνεύματος ασφάλειας στη θάλασσα».

«Η συνεχιζόμενη επανάληψη ατυχημάτων, σε συγκεκριμένες εργασίες ή και χώρους πάνω στα πλοία αλλά και σε μικρότερα σκάφη αναδεικνύει την ανάγκη για περαιτέρω στοχευμένη ενημέρωση ώστε να επικρατήσει ευρύτερα το πνεύμα ναυτικής ασφάλειας σε όλους τους ναυτιλλομένους» σημείωσε η Πρόεδρος της HELMEPA, κα Σεμίραμις Παληού.

Ποσοστό 91% των συμμετεχόντων δηλώνουν ότι η κατανόηση των αιτιών που οδηγούν σε ναυτικό ατύχημα ή περιστατικό ασφάλειας βοηθά σημαντικά στην αποφυγή ατυχημάτων.

Ήδη στο πλαίσιο της ενημερωτικής εκστρατείας, 180.000 κάτοικοι παράκτιων κοινοτήτων σε Ελλάδα και Κύπρο έχουν λάβει σχετική ενημέρωση, 1.800 Αξιωματικοί Ε.Ν.-Π.Ν-Λ.Σ. και ναυτιλιακά στελέχη συμμετείχαν σε 90 webinars και σεμινάρια προσομοίωσης στο Ναυτιλιακό Επιμορφωτικό Κέντρο της HELMEPA, καθώς και 650 αλιείς, ιστιοπλόοι, κυβερνήτες σκαφών αναψυχής και θαλάσσιου τουρισμού, στελέχη οργανισμών λιμένος και μαρινών και άλλοι ναυτιλλόμενοι συμμετείχαν σε 7 διαδικτυακά σεμινάρια και ημερίδες.

Επιπλέον, 750 ναυτικοί όμιλοι και αλιευτικοί σύλλογοι, μαρίνες σκαφών, ναυτιλιακές εταιρείες, λιμενικές αρχές, ΟΤΑ, ναυτικά μουσεία και τοπικές εθελοντικές οργανώσεις σε Ελλάδα και Κύπρο έχουν εμπλακεί στην υλοποίηση του προγράμματος, με 150 επαγγελματίες και ερασιτέχνες της θάλασσας να έχουν ανακηρυχθεί σε ΠΡΕΣΒΕΥΤΕΣ ΑΣΦΑΛΕΙΑΣ του προγράμματος προβάλλοντας τους στόχους του στην τοπική τους κοινότητα.

Σημαντική είναι και η συμβολή μελών (ναυτιλιακές εταιρείες) της HELMEPA που τροφοδοτούν εθελοντικά την ηλεκτρονική πλατφόρμα VIRP με ήδη 900+ ανώνυμες αναφορές για ατυχήματα και παρ' ολίγον περιστατικά (near miss) σε πλοία υπό τη διαχείριση τους, διαμοιράζοντας έτσι χρήσιμα διδάγματα και εμπειρίες για την αποφυγή παρόμοιων περιστατικών από άλλους. Η πλατφόρμα είναι τώρα ανοιχτή και για τα μικρότερα σκάφη, δηλαδή αλιευτικά, αναψυχής και ιστιοπλοϊκά.

Τη Συνέντευξη Τύπου συντόνισε η Γενική Διευθύντρια της HELMEPA, κα Όλγα Σταυροπούλου, με καλεσμένους στο πάνελ των ομιλητών, τον κ. Θεοδόση Σταματέλλο, Διευθυντή Ναυτιλιακών και Παράκτιων Δραστηριοτήτων Νότιας Ευρώπης του Lloyd's Register, τον κ. Σταύρο Κατσικάδη, Διευθύνοντα Σύμβουλο της LAMDA Flisvos Marina Α.Ε. & Πρόεδρο της Ένωσης Μαρινών Ελλάδας, τον Πλοίαρχο Λ.Σ., κ. Κωνσταντίνο Μουτζουβή, Διευθυντή της Ελληνικής Υπηρεσίας Διερεύνησης Ναυτικών Ατυχημάτων (ΕΛΥΔΝΑ) και τον κ. Κωνσταντίνο Τριανταφύλλου, Επικεφαλής Στρατηγικής και Ανάπτυξης της HELMEPA.

Ο κ.Θεοδόσης Σταματέλλος, Διευθυντής Περιφέρειας Νότιας Ευρώπης LR, δήλωσε: «Η κατανόηση των κινδύνων της θάλασσας αποτελεί την πρώτη γραμμή άμυνας. Η συγκεκριμένη πρωτοβουλία της HELMEPA με τη σύμπραξη του Lloyd's Register και του Lloyd's Register Foundation συμβάλλει σημαντικά στην καλλιέργεια κουλτούρας ατομικής ευθύνης, μέσα από την ευαισθητοποίηση της νέας γενιάς για την αξία της ασφάλειας και της πρόληψης».

Ο Πρόεδρος της CYMEPA, κ. Γιώργος Τσαβλίρης αναφέρθηκε στην θερμή ανταπόκριση των τοπικών κοινοτήτων της Κύπρου σημειώνοντας δε ότι οι πρεσβευτές Ασφάλειας ξεπέρασαν τους 100 στην Κύπρο.

Η ενημερωτική εκστρατεία αποτελεί μέρος του προγράμματος «Ενισχύοντας το Πνεύμα Ναυτικής Ασφάλειας στην Ανατολική Μεσόγειο» που υλοποιεί η HELMEPA σε συνεργασία με τα εταιρικά την μέλη Lloyd's Register και Dynamarine στην Ελλάδα και την ομοειδή ένωση CYMEPA στην Κύπρο, με την υποστήριξη του κοινωφελούς Ιδρύματος Lloyd's Register Foundation.
